(質問)ペイアウト率について

恐れ入ります。表題の内容のホームページを閲覧させていただきました。
今回、「ペイアウト率」について疑問がありましてメールさせていただきました。
Q.ペイアウト率算出式のところで、機械のペイアウト率は店側が設定するとして、
それによる客側のメダル純増減は機械内部でどのように調整（回収）されるのですか？
御サイトのルーレットの例をとると、0および00があることによってペイアウト率を下げられるわけですが、
スターホースの話に戻って考えると、
ペイアウト率を変更することで、メダルの純増減を調節することを前提とすると、
ルーレットでの0および00に当てはまる役がないことは容易にわかります。
従って考察するところ、ペイアウト率を設定することによってすべてのオッズ数値が同じ比率で変わり、
それによってメダルの純増減効果がなされると考えます。
もし上記したことが正しいとすると、
ペイアウト率は、馬券購入による払出に対してはメダル純増減効果がなされますが、
馬主としてのみプレイしているものに対しての払出には効果がなされません(ペイアウト率は全馬同じ数値であり、メダル増減は賞金によるもののみのため)。
というのが今のところの私の見解なのですが、これは間違っていますでしょうか？
これが妥当ならば、馬券購入はペイアウト率が高設定の店（ほぼないでしょうが。。。）以外では
やらないほうがベターであり、馬主ゲームのみ行うのがメダル持ちを良くするための最短ルート
となります。
これは合ってますか？間違って解釈している点があればご指摘いただきたくよろしくおねがいいたします。

ルーレットの例はペイアウト率について最も簡単な例だと思います。
例えプレー人数が複数でも、賭け金が異なったとしてもそれぞれの出目の確率が一定であれば、

より複雑なスタホではなおさらです。
かといって馬主ゲームが効率がいいとは限りません。
例えば初代馬作成４０枚、１０週調教、Ｇ１出走で３０枚かけたとします。
ここまで１５０枚ほどメダルを出費して出るオッズは８倍ほどではないでしょうか？
馬券ゲーム＝サイドで１５０枚払えば３倍台くらいのオッズの馬を購入することは可能です。
そう考えると後者の方が大分お得だということがわかります。
